The National Conference on Financial and Fiscal Law is being held at the Faculty of Law on June 24, 2026

The Faculty of Law announces the organization of the National Conference on Financial and Fiscal Law, the 2nd edition, on June 24, 2026. The event is a major one, with the participation of specialists in the field of fiscal and financial law from the academic and professional environment. Also, on the same occasion, the presentation of the International Fiscal Association – Romanian Branch will take place in Cluj-Napoca and there will be the possibility of direct informal discussions with members of the Board of Directors and the Supervisory Board.

All details about the organization of the conference and participation in it are presented below:

11.30: Panel 1: Budget, gold and Transylvania – which scenario do we choose to collect more and better?

Speakers: Associate Professor Cosmin Flavius ​​Costaș (Faculty of Law, UBB Cluj-Napoca) – chair; Ioan G. Pop (General Director of DGRFP Cluj-Napoca); Dan Manolescu (President of the Chamber of Tax Consultants); Associate Professor Irimie Popa (Faculty of Economic Sciences and Business Administration, UBB Cluj-Napoca); Flavius ​​Jakubowicz (President of the Supervisory and Advisory Council, IFA Romania)

The first panel analyzes the current challenges of financial administration: between the pressure to increase budget revenues and the need to maintain a fiscal climate favorable to investments. Collection models adapted to regional particularities, the efficiency of digitalization (RO e-TVA, e-Invoice) and possible solutions to optimize the relationship between the taxpayer and the tax authorities will be debated.

14.15: Panel 2: Corporate taxation in 2026 – challenges, changes, opportunities

Speakers: Associate Professor Ciprian Păun (Faculty of Economic Sciences and Business Administration, UBB Cluj-Napoca) – chair; Oana Luca (tax consultant, founder of Eurocount & Fiscal & Audit); Professor Radu Bufan (Faculty of Law, West University of Timișoara); Cătălin Lefter (Tax Director, Banca Transilvania); Nadia Oanea (Chairman of the Board of Directors, IFA Romania)

The second panel focuses on the central question of any tax reform: what is the ideal formula for taxation of corporate profit, which is at the same time competitive, stable and fair? International trends, comparative experiences and practical solutions for Romania will be discussed, in a critical dialogue between academia, tax consultants and business representatives.

16.15: Panel 3: Interpretation in tax law – a forgotten institution or an opportunity?

Speakers: Senior Lecturer Septimiu Puț (Faculty of Law, UBB Cluj-Napoca) – chair; Professor Mihaela Tofan (Faculty of Economics and Business Administration, Alexandru Ioan Cuza University of Iași); Doru Petru Dudaș (executive director, Chamber of Tax Consultants); Senior Lecturer Mirela Buliga (Faculty of Law, Academy of Economic Studies of Bucharest); Associate Professor Alin Trăilescu (Faculty of Law, West University of Timișoara)

The third panel will bring to the fore one of the most subtle, but essential problems of tax law: to what extent the legal text is sufficient and where the need for interpretation (doctrinal, administrative or judicial) intervenes to give meaning and predictability to the norm. The panel will explore the limits of interpretation, the role of case law (national and CJEU) and the contribution of doctrine to shaping a coherent tax system, in the current context of digitalization and the complexity of financial and fiscal legislation.

The participation fee is 450 lei + VAT, and for online participation 350 lei + VAT, with the mention that it includes additional benefits offered by the Universul Juridic Editorial Group. The conference is included in the training program of the National Institute for the Training and Improvement of Lawyers, respectively of the Chamber of Tax Consultants.
