Hamangiu Publishing House recently published the work Ovidiu Podaru, Andreea-Carla Loghin, Drept contravențional. Curs universitar, ed. 2-a, București, 2026. We present here the cover text of the book:
We are all on quicksand. An economic crisis seems to be knocking at the door, calling into question the value of currencies on the market; the global political crisis is the order of the day, and few people know (if indeed there are such people) whether the current conflicts are about to die down or become generalized on a planetary scale; we are all waiting for an outcome, which does not seem at all predictable. But humanity goes through economic or political crises cyclically, and the Law has always responded to them by legalizing emergency situations. However, technological revolutions have come upon us less often; they have multiplied only recently, and the last of them – Artificial Intelligence – seems to leave the Law without a response.
The first edition of the course on contravention law written two years ago seemed to me, when I read it from beginning to end…, two years ago! Not because the law has changed in the meantime, but because things have changed in the meantime, and the Law must respond or become irrelevant. I made a few changes to the content of this course, either to show what has appeared new, or to highlight a kind of tension (between the World that evolves at the speed of light and the Law that cannot keep up), which prepares the next edition: being an optional course, after a year (the one that follows) of trials, tests in the new technological reality, the conclusions will be able to see the light of day in the third edition (Ovidiu Podaru).
