Rezumat

Sports rules and regulations are developed and set up by sports federations with the fundamental objective of organizing sports championships. These rules are similar to common rules of law, from the perspective of the conduct they impose, they general, voluntary and impersonal character and formal typology.

Thus, mere statutory specification of some obligations or sanctions would be useless, insofar as decisions on participants in sports competitions would be based only on recommendation rules, without being accompanied by a minimum of coercion.

However, sporting rules are imposed on the addressees and are perceived by them as imperative rules, because the idea of ​​sports affiliation to a federation or professional league automatically and necessarily implies the unconditional recognition of the normative power that these organizations usually develop. The mechanism of operation of the system leads to the conclusion that sports rules acquire a true normative character.
