Rezumat

The present study aims at presenting the main objectives of the legislative changes and the basic elements of the new administrational system of the Hungarian courts. The legislators sought to introduce an efficient and transparent court administration scheme based on individual decision-making and the individual accountability of the decision-maker.

According to the Venice Commission’s opinion the main problem of the judicial reforms is the concentration of power in the hands of one person: President of the National Office for the Judiciary. Although States enjoy a wide discretion in designing a system for the administration of justice, no other member state of the Council of Europe has such important powers concentrated in the hand of one single person.
