Rezumat
State organ responsible for implementing public policies and controller of road transport operators in Republic of Moldova is the Administrative Authority „National Road Transport Agency” (A.A. „NRTA”). Unfortunately, activity A.A. „NRTA” focuses on implementing transport policies and lacks adequate legal levers to exercise the right of control. European practice proves that public policy, implementation and control of their achievement should be performed 3 different public authorities. For example, in Romania there are State Inspectorate for Control in Road Transport, which ensures the control of the road transport, the Ministry of Transport with the role of transport policy and Romanian Road Agency – the role of transport policy implementation. The conclusion is that in Moldova the control of the road transport operators can not be carried out by A.A. „NRTA”. It is necessary to create a control structure, such as „Road Transport Inspectorate”.
